I was monday 8/21 around 730 in the evening. I heard bagpipes. As best I could tell they were coming from inside the fence of Rams Park.

There's a piper, Jim McCallum, who works for the Rams. He used to play with a band named Misty Isle in Southern California. He might practice in/around the stadium as pipers do have trouble finding a good place to practice. I, myself, practice pipes at work after hours sometimes.
