I suppose one would have to define what they mean by "nearest".

As a chemist, in the lab we usually look for metals with similar properties if Silver is not available or feasible for use.

As a catalyst in many gaseous reactions, silver is often used, but platinum can be used instead. Although, this usually happens the other way around as platinum can be 100 times as expensive.

Pure silver has the highest electrical and thermal conductivity (630.5 1/mohm-cm) of all metals, and possesses the lowest contact resistance. However, copper is very close in electrical conductivity (595.8 1/mohm-cm) but is usually about 1/100 the cost. In all but the most critical applications, copper is considered close enough.

Silver is found in the IB group of elements, along with copper and gold. All of these metals have 1 electron in their outer most shell, and thus will usually react in a similar fashion with other compounds. Thus, gold and copper can be considered close to silver in their reactive properties.

Although both Michael & jdsheth2004 are right with the periodic table positions I have to point out it is the number of protons/neutrons in the nucleus of the atom that makes it different not the number of electrons.
Based on chemical reactivity although both Cadmium and Palladium are transition elements like silver they are not in the same group so I would say that either Copper or Gold are nearer to silver in this respect

With respect to periodic table, silver (Ag) falls between Palladium (Pd) and Cadmium (Cd), having one more electron than the former, and one fewer than the latter.

SO, palladium is neare to silver.
In other sense german silver is nearer to silver.
