Emission of light ceases when the highly excited atoms and molecules (which were colliding with each other when they were heated up) settle down to a lower energy level due to cooling when the fire is put out.

Fire is a combination of combustible material, combustion temperature of the material and oxygen. When any one of these three parameters is removed, fire (illumination) is off.

The energy is lost. When you throw water on the fire, the chemical reaction that causes the fire ceases. The energy is therefore gone and thus so is the fire. The fire itself is not gone, just the reaction needed to cause it.

Fire is the visible reaction of something with Oxygen (Combustion)

When you put the fire out, you stop the reaction, so there is no longer a reaction to view.
