You mentioned Heinlein's "The Moon is a Harsh Mistress", so you should also recall the moral of the story:
Never let your enemies possess a large supply of rocks while sitting above you in a gravity well.
If you want an esoteric high-tech prison, better to put them at the bottom of the ocean or deep underground.

If the cost of space transportation and development go down that dramatically, 'exile,' as you put it, wouldn't be the first thing going. The sponsoring countries and companies will be too busy managing the dump-truck loads of money they'll be making from harvesting the metals, volatiles and energy out there.
However... it WOULD be a great temptation for a welfare/police state to relocate inconvenient people off the planet. After all, such governments know what's best for society, and it'd be for the political prisoners's own good...

Never. The reasons are both technical and cultural. Technically, it would be too expensive, not comparable to Australia at all. Culturally, we just don't exile people any more.

when first of all, we coloniz it first with prison guard, develop the tech. to build prisons on the moon, develop the tech. to grow food on the moon and create easy transportation from earth to moon, then we will exile people :)

why exile ppl to the moon when its so much easier to just shoot them in the head and turn all the jails into low cost living for the truely needy. 3 strikes and your out ...for good

Sounds like a waste of time and money to me.
Think of the money that it would cost to exile them there. Better to send them out to the Kuiper belt and have them mine minerals and metals for transport back to earth. That way they are out of the way and repay society.

Now is just about the right time. Send the hardened criminals there: terrorists, bombers, rapists, child molesters. kidnappers, murderers, corrupt government officials, etc...
