When the temperature drops below the dew point, which is variable.
You want low temps and high humidity for quick condensation and slow evaporation if you want to really notice it. In other words, your breath becomes 'visible' much sooner than you actually see it, since in some conditions the condensation evaporates nearly as quickly as it forms.
Trivia: The movie "Dog Day Afternoon" was filmed in the winter, even though the movie is supposed to take place in August. The actors had to hold ice in their mouths to lower the temperature of their breath in order to prevent their breath from being seen in the movie.

The real question here is: at what temperature does 37 degree C breathed out air revert to water vapour (seeable water droplets)?
It begins to change to water vapour instantly but there is not enough of it to "see". As the temperature of the air goes to room temperature and below, we gradually detect more of it. Hence, we end up with the question: When is there enough water vapour to actually see? And that depends on how much water vapour was in the air to begin with?

It all has to do with the humidity as well as the temperature. It is possable to see your breath at a relatively high temp. (like 60 degrees) if the humidity is high.

When temps get to the lower 40 and upper 50s, that's when you see your own breath.

It is not just a matter of temperature -- the humidity plays an important role. If the humidity is high enough, you can see your breath at any temperature below body temperature.

It is currently 6 degrees Celsius outside and wet and I am not using a heater, I have been able to see my breath indoors most of the day. It shows even more if you are eating a hot meal. (Melbourne Australia)

No just that. Humidity, your body temp, the amount of moisture in your breath.
