For the first part of your question, in brief, I bank on the old saying about friendship: A friend in need is a friend indeed. So the true test of love for friends (in letter and spirit) is that you stand by them in their hour of need.
As for a friend becoming a lover, and still always be remaining a friend too, is one of the most healthier sign of mutual relationship, if happens.

A friend can be a lover if you and her/him show strong affection towards each other. A love for friend is more like being there for one another with out romantic feelings.
