It depends on if the Tight end is on the line, gets into a three point stance, and if another back or end is in motion. You need six down line men at all times on the line. That does not mean that the Tight End has to be one of them. A wide out or End can be a down lineman. Once the strike a down position they are supposed to stay in that position unless another person takes a down position on the line and then they can step back off the line and go in motion, unless another back or end is already in motion. You can have two men in motion prior to the Snap and they can not be moving forward in front of the quarterback. You can shift you back field. You can shift your receivers or ends. You can even shift your qurter back. Just not all at once. They have to set while the other men shift. It is all coordinated prior to the play. But in answer to your question, Yes. There just have to be six men on the line. He has to step off the line. He has to report as a tackle elidgable to the referee prior to the play. And he can not be in motion at the same time as another player. And he cannot be heading forward until the ball is snapped. Try watching the Counter Tre in Washington. they spring one of the Tightends to move laterally to the center of the line to overload the other side of the line for a running play. It provides an extra blocker.

I would have to say Jason Witten because he's a better all around blocker and puts up great stats on a team that spreads the ball around. Gates is nice but his numbers solely reflect the fact that San Diego has not had a decent wr in ages and he's the go to guy. Gates numbers this year 833 8 td's and he's the go to guy. Wittens numbers this year 817 6 td's in a offense that shares the ball.

Its actually five men on the line, but yes a Tight End/Split End depending on your offense type can go in motion.

i see tigth ends go in motion in football all the time ! they are considered an eligble reciever, hence their freedom to go in motion, ect..
