Here's what Al Franken says:

"When questioned about his draft history in 1992, Limbaugh responded, 'I had student deferments in college, and upon taking a physical, was discovered to have a physical---uh, by virtue of what the military says I didn't even know it existed---a physical deferment and then the lottery system, when they chose your lot by your birthdate and mine was high.'

"Sounds like they discovered some debilitating injury at the draft physical, doesn't it? Nope. Limbaugh, who has said about the draft, 'I made no effort to evade or avoid it,' never took a draft physical. Instead, records show that Limbaugh pre-empted a physical by providing his draft board with information of some disqualifying condition. Limbaugh's story has changed several times. According to Limbaugh, the physical deferment was for either a 'football knee in high school' or a 'pilonidal cyst.'"

Later in the same chapter Franken presents "Operation Chickenhawk", a story that explores what would have happened if several prominent conservatives, namely Limbaugh, Phil Graham, Pat Buchanan, Clarence Thomas, Newt Gingrich, George Will, and Dan Quayle, had actually served in Vietnam, under command of Lt. Oliver North, and the cyst makes an appearance there also.

24 Nov 1970 Receives a military classification of 1-Y (fit for service only in time of war), thus avoiding the draft. There is some dispute on the reason for this, but Franken cites Limbaugh's brother recounting an unsusual medical condition: "Limbaugh avoided the draft because of a pilonidal cyst at the base of the spinal cord in which excess tissue and hair may collect, causing discomfort and discharge."
