On first thought, Mr Strong would be the obvious choice if 'hardest' means strength, although he is something of a principled character and is not a hardman in the street sense of the word. But for 'in-yer-face-I'm-here-to-bug-the-****-out-of-you-HARD' it's got to be Mr Tickle.

mr men is probably MR Strong as the clue is in his name,
but as for the strongest Little Miss i would say miss Bossy -you don't want to mess with her!
