The person is a hemarphradite. Some are "assigned" genders when they are born. Some are allowed to pick a gender when they become an adult, and some stay Hemarphrodite all of their lives.

It is possible but he may not have full functional use of one or both sets of sexual organs. It is medically called gonadal dysgenesis and is extremely rare. Most times, the parents (with medical advice) have to assign a gender to their child so that appropriate therapies/surgeries can be done very early.
I guess to answer your question, it is POSSIBLE but very unlikely. Do you really want him to prove it?
