Check out the KBS 3 step system for removing rust from metal and permanently sealing the metal so rust never returns. Their KBS System Sampler Kit is just $16.95. Probably more than enough amount for your repair. My dad just refinished his car frame and it looks brand new. Awesome stuff!

You can sand blast rust away or you can use sand paper or a sanding wheel attachment for a drill to remove rust.
You don't have to remove all traces of rust, but you do need to remove all flaking rust. Then apply metal primer (aerosol paint works well for this). I don't recall the name of the primer I've used, but it was reddish in color.
Wait for the primer to dry, then paint whatever color you want (again, aerosol works best for this too), after masking off any areas you don't want covered in paint.
I did this on a 40 year old wrough iron railing that was mostly rusted, about 3 feet tall by 15 feet long, with vertical bars spaced every 5 inches or so. It took me about 4 hours between sanding and painting.

I reckon I'm just lazy-- I have metal work removed, taken to a sandblaster who also powder coats-- he does both, I pay him then put my metal work back where it came from.
My father would say I have more money than time-- actually I have more money than willingness to bust my b___. Ya'll youngin's keep on doing the DIY stuff. I did-- now I don't.
