will it only be locked to networks in england?

It's the choice of SIM card which is blocked, so in another country you will be allowed to choose the network you use.
However, you will be billed the same for all networks if you keep your sim card in.

A foreign sim card will not work, as your phone is blocked from using all other sim cards

Locked phones do work in other countries; I use my Orange tri band all over the place.

You need to talk to you phone company, tell them what phone you've got and where you're going. You may have a bar on using it internationally.

Blocking you phone is on the SIM card and is purely a contractual action to ensure that you use their network enough. Obviously, the company can't make money if you can't use it abroad.

To use a phone abroad it will need to be dual, tri or quad band - it really depends on where you're going.

Usually in Europe, at least, mobile companies have formed alliances with other network providers. I know that when I go to France from the UK my provider - Vodaphone - changes to a French one (but not Vodaphone always). It seems to be more dependant on the coverage in that country to which provider that you get. The calls are expensive no matter which provider you happen to be using abroad though so it's often cheaper to call from a call box

As long as the phone is set up fpr international roaming and the handset is compatable it will. Our networks all have reciprical agreements with overseas networks if the don't provide it themselves. For instance, Vodafone is an international network.

Locked network phones will not work abroad either. Global roaming will not work on these devices.
