I have created many websites myself using HTML. HTML programs include simple ones like Wordpad and Frontpage. you can find MS Frontpage on the 2003 Office CD.
If you have frontpage, it makes it much easier even if you dont have HTML knowledge. just open up frontpage and press F1 for help. or do a google search on 'HTML for dummies'.
For HTML knowledge also try www.htmlgoodies.com. that is where i started, and now i can create proffessional website in a matter of days.
Well, get your HTML knowledge and you can write your own code. OR you can use the inbuilt functions in Frontpage to create your website according to what is available.
Also, what you can do is buy Macromedia, or get it off a friend for free if possible. Macromedia software such as Dreamweaver is great for creating websites. very easy too. just read up a little in the help function. in conjuction with this, you can use Macromedia Flash, and Macromedia Fireworks for creating amazing graphics and animations.
Macromedia also has an online video tutorial if you want to learn more. Go to the ADOBE website (www.adobe.com) for more info.
You may also use Photoshop, which is another Adobe product, for creating graphics and editing and manipulating pictures, or even creating logos.
!!!VERY USEFUL:::::
For knowledge on any software, eg. frontpage, dreamweaver, fireworks, flash or basically any thing else, you can visit WWW.PIXEL2LIFE.COM - the best online tutorials you will ever find.
For a free and very basic site that doesnt require much time and effort, visit www.freewebs.com and register.
another free provider is ww.friendpages.com which i would not recommend too much.
also try www.dottk.com
IF YOU ARE REALLY INTERESTED IN MAKING A WEBSITE, and wish to spend the money and build a proffessional website and have marketing done on it, send me a personal message and i can give you my friend's email address who is a master webdesigner. he lives in sydney but has been under contract with WWE from USA, a German TV channel, and has played a part in creating the official massari website. so i mean, he is a real PRO!
he does charge money but it is not too much. contact me for more info.

First u should know how to make HTML if you are a biggner but its not recommended in most cases (For egsample...virus attacks are likely)
However you have register yourself in hi5.com where you'll find some cool links to create your own HTML page. But to do good site and easiest software is DREAMVIEWER and if u know Adobe Photoshop then it would be advantage.
You can buy from yahoo itself when they are offering the domains @ 3 dollars per year. ( My brother bought 3 sites only for 9 dollars) and once you have the domain then look for some free hosting website which is given in the answers of other users for the same question.
For your information below is latest languages to create websites.
.Net
C-Sharp
Old ones are Java, C++ and it follows just like that...
Cheers

Maybe you should start with a webblog and move up yo a website. Then you could see how much traffic the blog generates and then move on to a real web site with already having people who know you and what you can do.
But if you want to start with a website , I would suggest first buying a domain name thru Yahoo domain and they can help you set up a website.
But remember a blog is free!

Since you're just starting, I suggest you wade into the shallow end of the pool, so to speak. Since you already have a Yahoo account, take a look at Yahoo 360...
http://360.yahoo.com/
After looking this page over, click on "My Page" in the first bar a bit down from the top. It will let you start a blog, upload pictures and music, and lots more. You don't have to get any domain to use this. And you don't need any extra programs to do it; everything is built in to this page.
(I guess I sound like I work for Yahoo, but I don't. I am impressed with what they offer us for free.)

Dear friend
I do not prefer free sites , anyway you ll get a problem with bandwidth , which means that if 5 or 6 friends entered your site and downloaded content , the site will be closed all day because bandwidth finished.
Believe me If you are serious about your website and can afford 3 dollars per month, buy a domain and 5 GB host from Godaddy www.godaddy.com you get a bandwidth 250.000 MB per month, by the way I am not a shareholder in godaddy LOL , I just buy from them since 7 years.

Yes. Yahoo has business sites for like $12/mo that should do for starters, under Geocities.
But first, even if you just intend it for a hobby, write a plan, of what you intend. Do you want to make money?
Then you need a business plan.
http://www.kauffman.org will help a lot.
Microsoft Front Page, or the opensource (free)
http://www.openoffice.org should do, or check out Corel and Adobe. Databases with mysql will be neccessary.
http://www.wired.com has a lot of web host ads.
http://www.cnet.com is good on tech details.
http://w3.org runs the www, and has many schools!
Get started, and let me know how you do, I helped a little!!

You got it exactly right.
First you get the name.
Then you get a host that has Chat and SQL Server.
It will take some work to do Blogs. There are no fast templates out for that, but you can possibly use SQL for that.
You need to look at the CGI freeware offering to see if there are any Blog set ups and then you need to work with your host to install it.
They also come with shopping carts and secure servers these days for credit cards.
You have to be ready to spend $50 to $100 a year to keep the site up.
Go to Godaddy.com for names
http://www.godaddy.com
Host Route for hosting
http://www.hostroute.com
Check their reseller plans out:
http://www.hostroute.com/resellers/index.html
They are in Ireland but I've been with them for 3 years and have no more problems than with companies in Sherman Oaks, CA!
Both are the chepest
In fact you can get a $90 Host Route plan and sell 4 sites to make money at maybe $20 or $30 a year each and keep one for yourself.
Bandwidth can be an issue after you get going.
You only get about 30 GB a month at most sites
Space can also be an issue. You only get like 500 MB at most sites.
After a while you may have to get a "shared server" which costs like $300 a year.
