Not all US Pools are 25 yards(yeah i think you meant to say 25 yards) The United States are the only country in the entire world that swims in 25 Yards; Short Course Yards Pools. Most other countries swim short course meters which is 25 METERS. And the 50 Meter by 25 Meter/Yards is the olympic and FINA/international standard which the United States uses. This issue is not a matter of cost but in my opinion a matter of stupidity. Too bad we dont swim short course meters but i dont really think there is an answer to your question
maybe you should consult United States Swimming Corporation Governance Section: Board of Directors at:

It simply takes too much space and cost to build 50 meter pools and maintain it. 25 meter pools are common through out the world especially for non-competitive purposes.

Probably because it is easier economically and physically to build the 25 meters in high schools and colleges compared to the 50 meters.

My high school hasn't replaced its pool since that brontosaurus stampede levelled the old one. There is no way we have the money to put in a 50 yard pool with a 25 yard deep end and a sliding bulkhead and some new water polo equipment. We need central air in the building first.

well, I don't think they can fit a huge 50-meter pool into a high-school. the pools are really big and meant for Olympians.
