Everyone's halfway right. It really depends on the area and the time of year. I lived on the central coast of California for a while. Because of fog and stuff the hottest part of the day was just after noon. That was the high for the day. However I live in Texas now, and the high is usually at 4:30. Yes, this is because heat has been absorbed and the energy is just now dissipating. However, the sun sets earlier in winter, and so the high is closer to noon. It works the same way with the low temp. Even as the sun starts rising, the temp can continue dropping until the rays become strong enough.

The CORRECT answer is 4-5 pm. The earth's surface absorbs heat throughout the day, and after 4-5 pm, it will start losing more energy than it absorbs, thus cooling the surface off. Although the sun is most direct at noon, the earth has not absorbed all the energy it will for the day yet.

Although the suns rays are the strongest at noon, the Earths surface is not the warmest until about 3pm due to heat absorption.

Not sure temp wise, but the UV rays are strongest between 10 and 4

around 4:45, when I was a child it use to be around noon, but it seems to be getting later and later.
