He may be wearing a wire. Having answers whispered in his ear by the real policy makers. This sounds crazy if you've never heard the theory, but it explains much, especially his wierd way of pausing in the middle of a phrase, slowing down then speeding up, blinking rapidly.... Speech teachers, linguists and audio experts have concurred on this theory. Check the photos below.

Colon Powell has been gone for almost two years. But I do notice what you are talking about...I don't think it is medical, have you ever seen a kid that has told sooo many lies that they actually have to try to retrace their story before they can answer their parents question? that is why he does that....they have told so many "fairtale" stories, he can't help but look like that..that himmin and hawin around is how he buys himself some time before answering the question....it's the same reason he makes little snide comments or jokes between questions...to try to get his footing back....watch him next time and see what you think!

I think of many people who stumble over words sometimes. I
think of a couple of Top Running Backs in the NFL. They stumble over words, but not with their feet! Should we condem them. NOT.
Out Democratic Rupublic would automatically filter out unqualified politicans just by voting!

Powell resigned after term 1, Rice replaced him. John Ashcroft was another of the cabinet members replaced after the first term, most of the administration has remained.
