Its on the road on the east just north of leyawin. It takes a while, it'll be on the right hand side. Just a stupid statute and 3 people waiting around. Be careful as on the LEFT side of the road there is an Oblivion gate.

The skeleton key is an unbreakable lockpick. Also it wants to make me use it as a quest for Martin to open a new portal. But, I still got stuff to loot before that!

Start in Leyawiin. Leave by the North East gate and follow the road north. You'll pass the Ayleid citadel of Veyond, Blanken March and find a dirt path on your right leading to the Shrine.

When you are close to a shrine you will see a head on the compass below. Use that to help you see if you are close to the Nocturnal shrine.

I forgot what the quest was, I think I had to get it's jewels back.
Whatever it was, it was simple. I did it when I was at level 11. The earliest you can do it is level 10.

The skeleton key boosts your security skill by 40 (while you have it in your inventory) and never breaks when you use it to open loks. To get it you must do the quest you mentioned, which is located near Leyawiin. Go through the east gate, folow the road north and look for a path to the right after you pass Veyond. Talk to the guys there and the rest I won't spoil. By the way, you must be level 10 to get the quest.
