Can I write notes on the screen of PDA by pen and save that page as it is?

Yes, it should be included in your PDA, but there are also software that allow you to do better. What PDA do you have? If you have a Palm, I would go to PalmGear at http://www.palmgear.com

Of course! There should be a notepad option on your PDA already.

Unless its not a touch screen pda, or your using an actual pen???

of coz, for pocket pc (windows), launch the 'note' program, scribble, then close it.

there u have a note, with all the scribbling on it ..
