If you're trying to make an impression I am assuming you're dressing up. Unless you're a teenager on a date, I would say no white socks.
Socks should always match the color of your pants, unless you're wearing jeans, in which case white socks are ok with sneakers or socks that match the shoes.
But if you're dressing up wear socks that match your pants and a belt that matches your shoes.
Yes, I am a metro-sexual guy and am proud of it :)

Only if you live in Parma, Ohio. It's a joke in the Cleveland area that people in Parma wear white socks.

white socks with hip hop clothes = homie
plaid socks = old money, sugar daddy
socks matching clothing = down wid it.
expensive socks with expensive suit = pimp
dirty socks with holes = smelly assed bum

Depends on your shoes. With sneakers wear white socks. with sandals never wear any socks. With any other shoes wear socks that match your slacks.
Notice I mentioned slacks.... If you are wearing shorts, you should be either wearing sneakers, sandals, or be barefoot....

if your wearing a suit:
light suit with light colord shoes; wear light colored socks
NOT WHITE SOCKS
if your wearing a dark suit with dark shoes; wear dark socks
NOT WHITE SOCKS
if no suit is involved and your wearing cargo pants with casual tennis shoes then white socks are okay.

Depends on what color pants or shoes you're wearing. Match the color; if you're wearing black pants, wear dark socks and shoes.
