If you are doing serious work get a desktop machine with a decent monitor keyboard and mouse.
if you are just browsing the Internet and sending a few emails then get a laptop.
Which ever machine you go for ensure you have at least 1GB of ram, and a graphics card with at least 256MB of ram.
You should also get broadband with a wireless router, ensure you have WPA encryption enabled or everyman and his dog will be using your broadband connection.

It depends on the damage to your PC. As for the Internet it is the same as a PC (as a laptop is fundamentally a PC that can go anywhere). If you do go to a laptop, remember that you can only do a small amount of upgrading on a laptop. That being said if you are a student, Apple has an amazing sale going on right now where you can get a Mac laptop (that if you want to you can load Windows on to it) for relatively cheep.
If you do go into a laptop make sure it comes with all the different connections you may need:
Dial-up modem
DSL/High speed modem
WiFi card
[optional but recommended] Bluetooth

I'd get another desktop PC because parts are readily replaceable. With a laptop there is only really memory and hard drive that can be replaced without taking it to bits.
See if your broken PC can be fixed cheaply, ask around on here specifying whats wrong, you may be surprised.

The internet is the same as you use on your pc. it will just have to be sent via a wireless signal to the laptop so you may need to buy the wireless equipment.
Also a laptop with the same spec as a pc will be at least double the price of the pc.

I recently purchased a laptop online. It replaced my home computer. The benefit is, I can take it anywhere and I can use a WiFi card to get free internet. I can also still use dialup or any other internet service. Check out Ebay, seller crstechnologie. That is where I bought mine and I got a great deal.

If you are using it for gaming, you may prefer to get another PC, especially if you are used to having a good video card and sound card. a pc is easier to add stuff to, if you are planning to buy a basic model and upgrade.
a laptop is versatile and can be used anywhere.
you can get a laptop with dial up, usb or ethernet internet connection. there is no difference in the price of the internet connection

You should totaly replace w/ a laptop. Internet is NOT more expensive on a laptop. Besides in case of emergency you can grab your laptop, run and use WiFi to connect to your loved ones w/o loosing all your important info.

It depends on what you want to do with your PC, are you going to use it on the road, at school? Then a laptop...
Are you only using it at home, then a desktop.
Prices are the same either you use a laptop or a desktop.

Well, myself i have a laptop and i love it, but i don't understand when you say is the internet more expensive !!! it's just the same to me, i will always have a laptop or as others would say a note-book, and it's more convenient if you want to take it any were.
