I have worked for a company for a year and a half overseas I had to quit on a short otice to take a job in the US, is my overseas employer responible, by law to furnish me a way back to the US?

Only if it's in your contract. Often, if you resign, the employer has no obligations to get you back home.

Somewhere in your assignment letter ther should be verbiage somewhat like this:

Involuntary Termination: Should your employment be terminated involuntarily during the course of your assignment The Company will cover the cost of relocating your family, your personal items and you to The United States provided that you relocate within sixty days of your termination date.

Voluntary Termination: If you voluntarily terminate the assignment or resign from The Company while on assignment, The Company will not relocate you or your family. All benefits, allowances and differentials will cease immediately upon termination. You will be required to vacate and return any Company owned or leased property immediately. If you voluntarily terminate the assignment within the first year of the assignment, you will be responsible for reimbursing The Company for expenses related to the expatriate assignment. The company reserves the right to determine which expenses you are required to repay.
