Yes, you can program all those for free. You just need a little more knowledge. For years I programmed sites using nothing but notepad.

of course... you can code/edit HTML and CSS in any text editor. You don't have to have a program like Dreamweaver for that.
I'm not sure about CGI

I run 2 internet servers and I still use notepad for most of that. And a CGI can be in any language (even BASIC) because thats what CGI was created for.

u can use notepad or word pad to wright it in but to make in a wyswig formatprogram usuly have to pay or use i think frog builder is free
