He was up North for heaven's sake, checking out security there. The man can't be in two places at once. He hasn't attended a lot of events for the same reason - he was somewhere else. I didn't see Bush there either - or Tony Blair. So what makes the Aids Conference #1 in importance?

Because it was held here in Canada. I believe that the people who arranged it felt that they were being snubbed by the PM. However; as you stated he was up north and it is impossible to be at both. Many are just trying to create more problems and/or attract more attention to this than is actually needed. I agree that it was wonderful that Canada was able to host this conference but we were represented by Health Ministy Tony Clement and we should be grateful for this alone.
