The picture on my desktop is blurry.Can I bring the image closer to see it better?

Your monitor might be going bad...or it might have a refresh rate that is not optimal. Try changing that:
Right click on an empty space on your desktop and click Properties. Go to the Settings tab and then click Advanced. Go to the Monitor tab and change the refresh rate and test it.

You need a new monitor.
