Cleaning a carb will generally not prevent an engine from running rich, it might actually make it worse. Dirty carb jets will tend to make an engine run lean. You need to either get more air to the engine with a less restrictive air filter or you need to get less aggressive carb jets. Another option would be to replace the exhaust or, if you already have an aftermarket exhaust, add more baffles to it.

yes, air filter. Are you using the correct spark plugs? Check the carb floats, if one is low it will bring more fuel in from the tank (depending on the type of carb)
