First of all, I would have to say the man was NOT insane; it'd be ridiculous and rude to say so, but then again... you seem pretty hyper! I excuse you. ;) ((jk))
Anyway, I'd say that since it was obviously made back then during times of modesty, pantyhose were a way of letting your legs being shown without being completely shown as well. It's sort of a half and half thing, you know? Showing your legs while they're still covered... and, I guess, maybe for warmth. While wearing a skirt you could still do the half and half thing in autumn/fall.

A long,long, time ago women didn't shave their legs. This looked really, really, repulsive so in order to help keep everyone's dinner down pantyhose were invented. Thus civilization was saved as the men didn't have to look at their wive's gorilla legs and hairy hobbit feet and were able to feel good about having sex.
