The "letter level" of a number denotes how many letters it contains when written out. Hyphens and spaces do not count. What is the only number between 1 and 5,000 such that it is the only member of its letter level. (Also, you say one hundred, not a hundred)

5 three; seven

6 eleven; twelve
8 thirteen; fourteen
7 fifteen; sixteen
9 seventeen; twenty one
11 twenty three; twenty seven

13 one hundred one; one hundred two

So the answer has a letter level somewhere between 18 and 36. Let's continue ...

Four has four letters, so this certainly satisfies your criteria. This isn't a proof that it is the only one between 1 and 5,000 that fits though!
