Prep H has been used for a number of years by Beauty Contest Contestants. It does work to tighten up the skin.
When you wash it off (hours later) use a wrinkle remover type of skin cream. Using both together is not recommended as one tightens and one relaxes.

If you go to a department store and ask for help from some consultants there, they should be able to show yo usome good options.

If you have a lot of damage, you will want to make sure that the eye cream is very moisturizing and that it also contains "repairing" products. I use Clinique's Repairwear for Eyes and I find it it excellent. Along with the cream, they also have a Deep Wrinkle Concentrate which targets specific areas of damage. These products work together for good results.

They aren't cheap, though!

You need to get an eye serum with Vitamin K in it. It will firm your eyes wonderfully. Also, cut down on dark, baggy circles.
