I was thinking something along those lines when I read about the book by Kola Boof earlier today.
I think rather than putting the real Whitney's life in danger, is to dress up Evil Edna (clue: ex-UK prime minister) to resemble Ms Housten, and tie her up etc as your question indicated.
If Osama does get drawn in by the bait, we kill two birds with one stone. Edna might not get that stately funeral but at least she will go out with a bang and finally get the international respect she probably would deserve.

They could also use a clever decoy in the form of a particularly badly inflated blow-up doll that has been left out on the garbage heap for say, three months.
That would save on heroin costs to sustain Whitney through the procedure.
