The answer is NO!
I looked into putting up a windmill on my property and the economics do not justify it - not even close even though we have pretty good wind (not really great like the windy places in which it's not pleasant to live but, still, pretty good).
So the question becomes this: It doesn't make sense for me to do it so should my neighbors and other citizens of my state and country pay a substantial part of the cost so that the windmill can be put up?
The only advantage I can see is that at least it wouldn't be the government doing it directly with the attendant overhead that would entail.
The downside is that the "encouragement" you reference is, in fact, a tax and taxes almost always prove to be a very inefficient means of changing peoples' behavior in a way that benefits everybody in the country. New taxes are often, however, a great boon to those who suggest them!
I think private generation of power should continue to be a boutique endeavor engaged in by the well-off for their own amusement and those who genuinely live off-the-grid.
BTW, and FWIW, at the current time "alternative" sources of power in the US constitute 2.6% of the national total.

Yes, we need all the power and energy we can get, and every unit that can be generated cheaper then the utilities are charging brings the price down just a little for the rest of us.

It is already. Electric companies are required to buy back all the electricity that you generate at a good price. That is what encourages people to have water driven generators and windmills.

Not realy;because of economys of scale.It is much more expensive to generate a killowatt of power(even factoring in distribution costs) on a small scale.Also it would be hard for an individual to use the cheaper fuels(coal)(gas).Besides what about fuel delivery costs(pipelines,trains)
