why the systems are not improved.?

it is known to the govt.of india that there is corruption in each and every deptt.from top level to lower level and it is not possible to get the work done without paying fee of the officer otherwise there is lot of harrasment.it is also known to the govt.that there is no fear of law and no.of scaldals in crores are taking place in spite of CAG.It is also known to the govt.that development is not possible without controlling over corruption/scandals.

Because no matter how many revolutions you have, within 50 years everything will be corrupt again. You cannot get rid of corruption unless everyone wants to get rid of it, and the people in government certainly don't want to.
