To make India a developed country by 2020,what should be done by the govt.of india.select one of the best?

1.By control over corruption and developing fear of law
2.By awarding the corrupts to encurage corruption.
3.By any other way.

I think they should...
1)take control over corruption and enforce the laws they have.
a)Enforce their transit laws(many accidents happen over there)
b)Any one who breaks the laws gets a punishment fit for what they did....
After this idk what else they should do but basically what they should do is enforce their laws and show people that if you do the crime you'll get your punishment accordingly...
