Who says so ? People frpm the southern states speak better english because its the official language there. Whereas, in the north and central states, the official language is Hindi.

Reason for Indians belong to central stetes, not speaking a good English is the problem lies with the Government for not showing interest on teaching English. Also problem lies with the teachers as they fail to motivate pupils learn the language simply because either they are not interested or they are ignorant.
Blame the parents and society, povery and many other socio-economic problems

you mean they could not speak English well...and now they do?or may be you are from central india....well, i've been almost all over india, and its a myth that south indians speak "good english"you will shudder at the grammar..as for saying that north indians speaking good english, its a joke.its a simple matter of getting a sound education from a good school anywhere in india.

In India the first states to get in contact with English were southern as Britishers came by sea route to thses states.,
North India came in contact with Eng much later.
Also the Education standard in south is much higher

well the southern Indian people were the first to come in contact with British and hav had better relations with them during the colonisation of India and the north was the seat of power of British they cultivated the roots of English there with opening of many collages etc. the Central India was farely neglected and still has most of its institutions in Hindi medium.

who says south indians speak correct english or are more comfortable with it...they make horrendous grammer mistakes..and as far as central india is concerned there is still time for education to spread there..politics is the only existing important thing there...

ya thats staggering. brazil is portugese and quebec is french and easily your incorrect there is many differing sorts of interior sight languages thoughout the rustic with indians and in the carribean and eskimos up up north, and in S. united statesa. the french guiana, suriname and guyana also talk french because that they use to be french colonies. =]
