Check with a school that has a program the student is interested in. Students who had IEPs are often eligible for college programs, though they may need, and are entitled to, support. I know of students in my area who had an IEP throughout school, but who did programs similar to LPN (you mean licensed practical nurse, right?) after high school, and did very well with it.
Best of luck.

I would contact several schools and explain that the student had an IEP throughout school and you were wondering if they were able to handle the accommodations & modifications listed in the IEP. If so, that school would have to write an IEP since the one from H.S. is not valid (IEP's are only good for one year, even if no changes are made)

if you are going to apply to a state school, they HAVE to offer services to you. i dont know about the major for it depends if you can do the work, not just need more time or such things like that. for instance, can you do the required math and chem and stuff. you would take your IEP to the college counselor and they will test you again. more than likely, if you have had it for some time, you will qualify again for services.
i do not know about the "special diploma" thing, but cannot see how it would be legal to not accept you to a university or jr college because you were in special education. private schools are not held to the same laws as public schools, like state universities.
good luck to you and if your program does not work out for you, please, please, please do not hesitate to get a degree in another major!!!!

When applying to colleges, let them know you have an IEP and ask what services they provide.
