You should never keep your clothing in those plastic drycleaner bags for extended periods of time. In high humidity conditions, the plastic traps in moisture, making the fabric prone to mold and mildew. Fabric and leathers need to breathe. If you must proctect your clothing from dust and other airborne particles, there are special zippered garment bags.

The bags are used only for transporting from the cleaners to your home. Plastic can cause mildew in your clothes or may cause that stale smell if left for a long time. Transfer these clothes using different hangers preferably wooden hangers or plastic. If you like to put these clothes in some kind of a grament bag to protect these form dust, use garment bags that are porous, using cloth instead of plastic.

I don't until I am ready to wear the clean clothes. That way I don't have to look carefully before I put on an outfit - I know it is already perfectly clean (big timesaver when I get dressed in a hurry).

Yes! I heard that the clothes left in the bag can get a stale smell if left in the bags!!!

Before or after?
Most bags have a 'new car scent' to them. Take your clothes out to prevent it from taking that smell. They are just to prevent it from having accidents while in transport.

It certainly makes the clothes easier to wear. There is all that lack of breathable air after a few minutes to contend with.

Doesn't matter. They help keep things organized together at the cleaners, and keep the dust off your clothes at home.
I do like Chloes' idea of being greeted at the door with one on.

i don't if i'm traveling or taking the garment somewhere, but if its gonna stay at home i take it out and spray my perfume or body spray on it so the chemical smell won't e soooo strong
