A PDA is a Personal Data Assistant, also called a heldheld.
It can hold your phone numbers, email, tasks, and notes. They also can be used to add programs ranging form Money to keep track of your finances, to emulators that allow you to play games on them from systems as early as atari to some even running Playstaion games to some extent.
I have one, and it's handy for quick notes, and contacts, but in my downtime it plays my music, videos and games.
There are 3 flavors:
Windows Mobile (pocket PCs)
Palm Based
Other (Linux, 3rd party Operating Systems, Etc.)

Simply put a Personal Digital Assistant (PDA) organizes your life with contact listings, calendar, To-Do lists, and notes. A PDA has evolved significantly to include other features including Web browsing, voice-recorder, even watch a DVD (with software).
The best PDAs come from Palm:

PDA have evolved further that today they are in cellular phones that are called Smartphones, such as the Palm Treo.
My favorite Palm is the Tungsten C, which has been discontinued. The newest Palm PDA is the LifeDrive, which I use. It is great, powerful, though a bit slow at times, but still a very good PDA.

Personal digital assistants (usually abbreviated to PDAs) are handheld devices that were originally designed as personal organizers, but became much more versatile over the years. The many uses and tasks of a basic PDA include many features: calculating, use as a clock and calendar, playing computer games, accessing the Internet, sending and receiving E-mails, use as a radio or stereo, video recording, recording notes, use as an address book, and use as a spreadsheet. Newer PDAs also have both color screens and audio capabilities, enabling them to be used as mobile phones (PDA Phone), web browsers or media players. Many PDAs can access the Internet, intranets or extranets via Wi-Fi, or Wireless Wide-Area Networks (WWANs).

PDA used to stand for "public display of affection," and it included kissing, walking arm in arm, hugging, and other "affectionate" behavior performed in view of the public eye. However, with our ever-changing vocabulary, I think a PDA is what Budbub explains. Hope this helps!
