fantasybasketball.com and fantasybasketballcafe.com - either site will let you do mock drafts offline with ppl who are pretty educated about it, through a forum. ive done it before, works pretty well.

no, and you won't see any until football season starts - football makes the money for these sites, not hoops and hockey.
