It is like someone saying "You're a nerd" and the other person replies, "It takes one to know one" - it means that you can't know if someone else is a nerd unless you, yourself, are also one.... or generally, you can't know what it is like unless you have experienced it yourself

it means to comment on something, you need to know what that thing feels like
Take this example
Someone who does not have any children begins telling his neighbours on how to manage bad behaviour in children. See the irony? He would just say "spank the kind hard". But can a parent, who loves his child, really do that. So, this person is not qualified to tell others about good parenting because he is himself not a parent yet.

ok, it is very simple. if someone calls you a retart for example, you could say,"it takes one to know one." what that means is that the person who called you that is a retard and only a retard would know when they are talking to one. i think this is confusing but i hope it helps.

It means, if you call someone something, you must be the same thing, otherwise, you wouldn't know that they were.
ie, calling somebody a dirtbag, means you ARE one.
