i currently have some dry skin under my eyes i believe that cause wrinkles so if i moisten it with lotion will the wrinkles go away im only 16

Yes, get some moisturizer specific for under the eyes. The moisturizers that are for the face sometimes irritate the eyes. Prescriptives has a line preventor gel that works pretty good and Mary Kay has some under eye moisturizers too.
