Since our 'inner voice' is due to our powers of reasoning and evaluation of a situation, yes, I think that any animal that reasons has an 'inner voice' - or rather, has a similar process. There is a lot of evidence that many animals can apply reasoning and use memory of learned things to their actions, so they undoubtedly are doing a similar thing to what we do. The difference is that we often vocalise our reasoning in our head and that is what is called the 'inner voice'. We do that because we use a highly sophisticated language system which animals don't have. An animal's 'inner voice', then will not be the same as ours.

When you are eating a cake and a dog is around you ,it looks at you .conveyed that dog also wants to eat,some one like u may throw a piece.So there is an inner voice .soppose you do not give even after some time.It barks telling you "i want",It is an inner voice came out in the form of barking.

If you mean instinct, yes. If you mean the capability to think to themselves, maybe. The ability to act with this function has been seen in humans but I don't know if it's ever been accurately recorded in either.
