As good an age as many and the best time is always now. I have to agree with another post here, you should begin by learning a language rather than a set of tools. Python is a good first language, as is BASIC (NOT Visual Basic) and Pascal (NOT Delphi or Kylix). You can find links to many free compilers, editors, IDEs (Integrated Development Environments and libraries (LATER!;-) at the URL below. It also has a selection of free tutorials that range from beginner to more advanced topics.
The most important point here is to remember that you learn your first language to learn how to PROGRAM, not to learn the language. You'll add different and more powerful languages later after you've gotten a taste of the other details of programming, such as design of the program, Boolean algebra (sounds hard, isn't) and flow control structures. Be persistenet and stay with one language until you are really comfortable with the details of the thing, then pick your next and carry on!

You cannot be young enough to start programming. But you can waste your best years learning the wrong things.
Have a look at "How to think like a computer scientist" :

This is a great book that teaches programming, instead of libraries and tools.
There are editions in different languages. I recommend you start with the python version, and then learn about other languages and tools AFTER you finished the book.
Do not try to find the tools used in game programming today and learn them first, as this will slow you down.
You will be much faster if you learn programming first and then go into C or J2ME or Direct X or whatever you want to use to write games.
