If you want to have a duplicate copy of the same file in the same format then right click the file, choose copy then right click on the place/folder where you want the duplicate to be copied to & choose paste.
But if you want to alter the format/file-type eg from bitmap to jpeg: Then save the file again by:
Either opening it with Windows picture & fax viewer. Click on the floppy disk icon at bottom (3rd icon from right). Under filename is "save as type" with a dropdown menu...choose the format you want & click save

Or, open the file with windows "paint" or any decent photo editing program & save it again using SAVE AS. Below the file name there should be a drop down menu offering a choice of all the different file formats supported by the program eg jpeg, bitmap etc. Choose the format you want & click save. It will be saved to your new chosen format.

Open both FOLDERS on the desktop and click on the FILE that you want to move, then drag it to the folder that you want it to be in.
OR

Right click the filename/select CUT/ Right click on the new folder and select PASTE

u mean u want to chang its format??? open the file with a program.. and then use save as to save it into a different format....
