Yes, clothes make the man. Person is judged from his personality/Clothes. Right choice of Clothes may change the behaviour of other people towards you.

But some people might perceive the person to be in the right clothes for a "short" period of time.
You are who you are, clothes won't change that. The outside world might think you are someone else but no.
---distracting ----- did it again --- I distracted you!
you might also think you have changed, but you haven't it's just the real you who was trapped in the old clothes.

At first sight it may certainly be true, but when you hear a person speaking or you see them behaving with other people more often than not you change your mind! At least here in Italy, a country of good taste and fashion you can see many people well-dressed indeed, but sometimes this is only useful for MUTE TV programmes or pictures!!! Don't let them open their mouth or all the glamour will disappear! It's not a rule, but it happens even too often!

Actually clothes do not make the man, but they make a good first impression. Think about a guy in dirty jeans, leather sleeveless jacket, heavy black boots, long hair, and greenish teeth. Then think of the same man in a nice suite, styled hair, and clean teeth. Same guy, but your first impression would be totally different
The same guy in a Hawaiian shirt, shorts and barefooted would leave a third impression

Yes and no. If guy is a creep, you can clean him up and put him in a great fitting suit and he is still going to be a creep. However, if he keeps his mouth shut then he will be able to make a good first impression on strangers. Thus..."the clothes made the man".
