There are a row of relatively cheap hotels on Lombard Street (in the $60 range). If you're braver than I, you can get a hotel from priceline, hotwire might be a better choice because I think you can at least see the neighborhood you'll be placed in. There are plenty of good cheap food options, Tommy's Joynt (American) on Van Ness, A La Turca (Turkish) on Geary, Sparky's (24 hours, church street, AMerican), Brainwash (American, Folsom Street), Naan n Curry on Jackson near Chinatown and other places (Pakistani) tons of choices around Union Square and Fisherman's wharf.. Back when I went out, all the rock clubs were around 11th & Folsom, but you might check and SF weekly (free in newspaper stands all over the place) for that kind of info.
It's taken me a day to get out of town women guests through Ghirardelli (don't eat there if you want to stay on a budget)/Wharf/Pier 39 (some cheap places there, North Beach Pizza has a decent lunch buffet). Chinatown/North Beach are also okay for just hanging out (chinatown shops, North Beach Italian Cafes, Steps of Rome is a fun one (cash only though). Hayes Valley is a nice place to hang around, some moderate restaurants, and shops/boutiques. The Haight too is more eclectic shops and moderately priced restaurants.

Some foodie and nightlife suggestions since I didn't really see any of those.
BTW - Unios Square is expensive for hotels, more so than Lombard
Food on the cheap -
Ferry Building Farmer's Market on Saturday is the best day, the shops inside are good, but can be pricey, though it's reasonable for picnic type stuff.
Tu Lan- A hole in the wall on 6th and market with good vietnamese (Julia Childs liked the place) I usually get the shrimp fried rice (great curry flavor) and an imperial roll on the side.
Mission - Tons of great mexican latin places.
Seafood - Swan Oyster Depot, casual counter seating, fun family-owned place with "quiveringly fresh" seafood less than at the wharf. They close pretty early on Saturdays, so go by for a late lunch early dinner at about 4 or so.
Nightlife - Ruby Skye near Union Square is hot right now. If you are comfortable with a mixed crowd (and you should be, it's a very diverse city, you will have a better time if you are comfortable with that), the Transfer at Market and Church has recently converted from a divey bar to a happening club. When you get here pick up an Bay Area Guardian or Independent from any news stand (local free indy papers) to look for parties and such.
Have a great time it's a wonderful city.

Totally. You can get decent room rates nearly anywhere. Public transportation is good and cheap. There are tons of restaurants...try north beach (there are pricey ones there and cheap ones, plus some fun bars). There is tons of small mexican and asian restarants all over. The mission district especially has some inexpensive insanely good food. Pier 39 and Fisherman's Wharf are fun to visit and walk around, but most every attraction there is kinda expensive. You got to try Alliottos Restaurant and Jacks Bar. Jacks has over 100 beers on tap. There is plenty of free live music everywhere.

If you're staying near the cable cars, buy a 1 or 3 day pass. You'll use it a lot if you do the touristy stuff.
Stay in Union Square- tons of stuff to do, not a bad walk to anything you'd want to see, shopping (for all price ranges) if you're into that, good food for not too much. Also at one end of the cable cars.
