Two wrongs don't make a right ! Do you really want to be as horrible as he is ? The boy probably secretly admires you, if you are unable to confront him to ask him why he isn't nice to you then I would totally ignore him, don't degrade yourself by biting to his silly, childish behaviour. Believe me he is the one with the problem, not you, there's a possibility that he is being treated badly at home and this is the only way he knows how to behave. Good luck and keep us informed how things work out.

hmmm... how does he bully you? try to prepare for it, like if he takes your sandwiches, why don't you bring a delicious sandwich to school with some live bugs in it...and then while he eats it in the canteen, shout for everyone to hear "Hey, how do the bugs in my sandwich taste?like heaven eh,?"
But no, seriously the best way to deal about it is to try to do him an act of kindness, like if everyone's laughing at him, defend him and run to his side, that way he could reflect on his own wrong doing, and maybe change him into a better person, you can also try to be better than him in things he is weak at, like math or something, so you can have an edge over him... or you talk to your guidance councilor in school about it

If he makes fun of you or something like that, don't look at him and pretend to ignore him and then, when he's done talking, look at him in the eye and tell him, "Excuse me? Are you talking to me?" Then walk away. Poof! He'll look like an idiot.
