I have to make an overall for gardeners that can be turned into a sleeping bag.

i actually thought of a jackets, the waterproof one. they are water resistant, keeps your warm and isnt "that" expensive depending on the brand.
but if you have to make something from some raw matl/scratch... may be you can get old jackets, cut them up and sew them together to make a overall-turn-into-sleeping bag.

My dogs coats are made from Gortex it can be a not ordinary textile yet through the time it became man made and made it has a not ordinary wearing gortex outdoors so its water evidence and a padded less than lay for warm temperature .

You could knit the garment out of untreated (ie still oily) wool.

newspaper is cheap and help's to keep you warm but I don't think water proof
