Energy is a scalar and not a vector quantity. And it does not act - a change of energy as your question implies is power.

Measuring energy depends on what form it is taking, and it is most common to calculate energy from other measurements.

Energy is also relative - different observers may get different results for it. For instance, the kinetic energy of a 1 kg mass on a train travelling at 10 m/s relative to you is 50 Joules to you. To someone on the train it is zero.
