It is not desecrating a grave, for goodness sake!! Some cemeteries offer common scattering areas, if you are interested in that. If you just go and sprinkle them on the grave without telling anyone, it is going to be noticeable to the cemeterian because the cremains are not ash like everyone thinks they are. They are actually a gravel-like consistency and they usually weigh between 5-7 lbs. and I would be concerned that the cemetery may try to clean it up, possibly without realizing what it is and them your loved one may end up in a dumpster or somewhere you hadn't intended. I would check with the cemeterian to find out how the cemetery deals with it. Best of luck and my condolences to you and your family

Depending upon the State you can do most anything, even urinate on or around the cite marking off territory as it were, pour copious ammounts of beer and or wine but no Hard Liqour for example in Maryland and New York or Mass..

As for ashes check which way the wind is blowing before you get Aunt Bertha all over your nice suit.

I guess so - don't think there's a law against sprinkling crematory ashes anywhere.

No - it is desecrating a grave. Unless you have written proof that the person in the grave and the person whose ashes you're sprinkling wanted it that way. Legalities aside, it is disrespectful to the dead to place the remains of another person at their gravesite.
