The Men in Black are an urban legend related to UFOs. MiBs supposedly showed up to silence witnesses before they told their stories, or to cover up evidence of UFO encounters.

There are two versions of MiB. The more popular version is that they're government agents whose mission is to cover up the government's connection with UFOs. The other is that the MiBs are aliens themselves, and their activities are for the purpose of keeping the alien presence on Earth secret. If the latter, they don't seem to be doing a very good job. :)

This is psychology's answer:

When human beings go through an extremely traumatic experience that's too much for the brain to handle, the process of memory replacement takes place. What happens is the memory of the traumatic experience is replaced by something more psycho-friendly. In the case of UFO abductions or alien visitation, the Men in Black seems to be the most common replacement memory. They still can't explain why this particular event is remembered in so many different people who have been 'abducted'.
