the only sea mammal that could think of that is anything like Duyung, is the Dugong of Australia which is very much like the Manatee of the south eastern United States, they are the only herbivours sea mammals, try a sea weed or algae.

Dugongs, or sea cows as they are sometimes called, are marine animals which can grow to about three metres in length and weigh as much as 400 kilograms. They are the only marine mammals in Australia that live mainly on plants. The name sea cow refers to the fact that they graze on the seagrasses, which form meadows in sheltered coastal waters. As dugongs feed, whole plants are uprooted and a telltale-feeding trail is left.

you got to feel for the cub it is as scared as you can imagin all alone I would think that it is friends with a lot of different creatures in the sea so my choice of food might be sea weed since that is not killing anything human to say. and I would say this creature is mythical I would think body language would be more of a way to communicate to it. or sound like a weak soft sound for gentle or tired and loud rude sound for mad or upset attention! like that umm try lettice?
vegies I do not think it would eat meat but you could offer it.
I wish you and the creature luck
